ALTON – A move to expand residency requirements for Alton city employees is on its way to the City Council.

Committee of the Whole members voted 4-2 on June 8, 2026 to approve a resolution to consider an ordinance which would amend a City Code section regarding residency requirements for non-union city employees.

Alderman Chris Bohn and Alderwoman Patty Ford cast both votes against the resolution, with Alderman Michael Velloff absent and all others voting in favor. City Council members are set to consider the item this Wednesday, June 10, 2026 before it returns in ordinance form.

The proposed change would allow non-union city employees to live within 25 miles of the building they report to, including City Hall, the Public Works building, and more. Currently, non-union city employees are required to reside within Alton School District #11 boundaries.

This comes just under two weeks after Velloff moved to postpone the same resolution. Committee members also voted 4-3 on May 11, 2026 to postpone a similar resolution to 2029 which would have allowed the city’s non-union employees to reside within the same six-county region as union employees. This includes the Illinois counties of Madison, Jersey, Macoupin, and St. Clair, as well as St. Louis and St. Charles counties in Missouri.
