EDWARDSVILLE/GRANITE CITY - The Madison County Board chose to postpone the vote that would decide whether Arena Libra Solar can build a commercial solar energy facility in Nameoki Township near Granite City.

During the Board’s regular meeting on Wednesday, Feb. 18, 2026, the Board was asked to grant a Special Use Permit to Arena Libra Solar, LLC, to develop a commercial solar energy facility on property zoned as an Agricultural District. The Zoning Board of Appeals recommended this petition be denied, and the Building and Zoning Committee recommended approval with conditions.
These conditions included a modified setback of 200 feet and a community donation of $100,000. Arena Libra Solar also agreed to provide a decommissioning bond prior to construction, and to maintain vegetation and a modified tree line buffer.
During the public comment portion of the meeting, several community members raised concerns about flooding and argued that the facility would be an “eyesore.” They also noted that the proposed site is near Cahokia Mounds.
Two representatives with Arena Libra Solar pointed out that they had agreed to all conditions and standards under state law.
Before the vote, a few Madison County Board members asked for clarification about the proximity to Cahokia Mounds. Board member Denise Wiehardt said that “a lot of the things have not been answered,” which has led to “big concerns” for constituents.
Board member Brynn Kincheloe made a motion to postpone the vote until the Board could receive more information. Paul Nicolussi seconded the motion.
The vote passed 21–2, with Victor Valentine and Alison Lamothe voting against the postponement. Fred Michael, Robert Meyer, and Nick Petrillo were absent.
