COLLINSVILLE — The Collinsville City Council has adopted a new ordinance regulating door-to-door solicitation within city limits, effective Jan. 1, 2026. The ordinance replaces a previous prohibition on solicitation that was legally challenged, prompting the need for a licensing program with established guidelines.
The new Door-to-Door Solicitation Program requires solicitors to complete an application process that includes submitting a valid state-issued ID, a $250 non-refundable application fee, and undergoing a background check. Companies employing solicitors must provide a state-issued Certificate of Registration and a surety bond. Solicitors who pass these requirements will receive a city-issued ID badge featuring their name, company, photo, and an expiration date. The badge must be worn at all times while soliciting and is valid through Dec. 31 of the issuing year.

Solicitation is defined as seeking orders for merchandise, food items, services, subscriptions, publications, gifts, or monetary contributions. The ordinance excludes political campaigning, petition circulation, and certain nonprofit groups such as Boy/Girl Scouts and local school fundraisers, which are exempt from licensing.
The ordinance sets specific rules for solicitors, including permitted hours from 9 a.m. to 5 p.m. Monday through Saturday, with no solicitation allowed on Sundays or state and federal holidays. Solicitors must leave immediately if asked by a property owner or occupant and must respect posted “No Soliciting” signs. Violations may result in license revocation and fines up to $750 per offense.
To protect residents, no licenses will be issued to individuals registered as sex offenders or those convicted within the last five years of misdemeanors or felonies involving dishonesty, fraud, or deceptive practices.
The city encourages residents who do not wish to receive solicitors to display a “No Solicitors” sign at least 3 by 4 inches in size near their front door. Residents are reminded they may refuse to engage with solicitors at any time and should contact the Collinsville Police Department at (618) 344-2131 if they feel threatened or witness violations.
