MONROE COUNTY — James L. Goodwin, 81, of Belleville, was arrested Nov. 13, 2025, following an investigation into allegations of aggravated criminal sexual abuse involving two juvenile females, the Monroe County Sheriff’s Department announced Nov. 15, 2025.

Deputies received a report on Nov. 9, 2025, alleging inappropriate contact by Goodwin toward the minors. After extensive interviews and evidence review, investigators determined the juveniles had been subjected to inappropriate touching over an extended period.

Monroe County State’s Attorney Ryan Webb filed three Class 1 felony charges of aggravated criminal sexual abuse against Goodwin, citing that the victims were under 18 and the offender held a position of trust.

On Nov. 13, 2025, investigators, with assistance from the Belleville Police Department and Illinois State Police, located Goodwin at a coffee shop on East Main Street in Belleville.

After surveillance, Goodwin was taken into custody without incident and transported to Monroe County Jail, where he remains.

Captain Justin Biggs of the Monroe County Sheriff’s Department’s Investigation Division expressed appreciation for the support from local and state law enforcement agencies, noting their collaboration was instrumental in concluding the investigation.

These charges, as well as the statements made herein, are based upon probable cause. The defendant is presumed innocent unless proven guilty in a court of law.
